Registering a FoalBecause passports issued by WSI are legal documents governed by Irish and EU law we must follow strict rules and procedures. Much of this happens in the background without you even being aware of it but a number of steps require your participation. So we thought it would be helpful for you to see the process of registering a foal within the WSI.
(a) We email a Certificate of Service to the stallion owner to fill out.
(b) The stallion owner emails the Certificate of Service back to us when the mare is scanned in foal.
(c) We email a Declaration of Birth & Inspection Application to the mare owner to fill out.
(d) The mare owner notifies us of his or her intention to register a foal by emailing the completed Declaration of Birth & Inspection Application back to us.
(e) We verify that the foal is eligible for inspection and registration.
(f) We contact the mare owner and decide a time and place for the foal to be inspected, for the DNA sample and digital photographs to be taken, the microchip implanted, and the marking chart completed.
(g) Our inspection team verbally shares the results of the inspection with the mare owner and in a few days the mare owner receives by email a Foal Inspection Form that the inspectors submitted to us.
(h) We confirm the foal's parentage through DNA analysis.
(i) We assign a 15-digit Unique Equine Life Number (UELN) to the foal. The first three digits of the UELN are 372 (signifying Ireland); the next three digits are 010 (signifying the WSI); the next four digits are the foal's year of birth; and the final five digits are the foal's unique number.
(j) We assign a Damline Number to the foal if the foal is recorded in the Foal Book or Register A, which corresponds to the motherline from which the foal descends.
(k) We name the foal using the name you selected; if you have a registered prefix we include the prefix in the foal's name.
(l) We issue a passport to you when we are satisfied that all legal requirements have been met and all registration details are correct.
(m) We also issue an Ownership Document to you; this document can be posted to you with the passport or we can store it in a safe on your behalf.
